Would this LED Driver actually be do-able with reasonable parts like an LM358? Or is there some parameter in the Transistor/Op-Amp that's pretty much impossible in reality? I'm expecting yes but why?

Is this normal battery life? iPhone 8+, airplane mode, no Sim no wifi, no bluetooth When I plug it into my bench psu it draws 40mA at 3.8v while it's off and screen disconnected, is there a short or is that normal when using a bench psu?
