3 week old's tiny blep

My little boy (4 mo.) broke his leg a couple days ago. Splinted to the hip. Can't get him to use the litter box. Any advice appreciated!

My tiny VFT was left out during a very heavy rain. Should I repot? Find some more soil to fill it back up? Not worry about it?
