I upgraded from 10.12.6 to the 10.13 beta and Safari is no longer painfully slow. In fact, it has less than 5% CPU usage when idle and no more than 50% when scrolling the fastest I could slide my fingers on the trackpad. I am very satisfied with the fixes.

This has started happening after getting the GM installed. Only occurs when playing videos in fullscreen and if I move the mouse or subtitles appears it goes back to normal.
